Readers of the Rossiyskaya Gazeta addressed the editorial office asking why the convenient district portals for the transfer of water metering devices were closed. The answer was sought by the correspondent of "RG".

Until recently, there were several sites in the city to which residents entered evidence from their tellers. They were used by many - it did not require registration on the site, it was necessary only to have time to pass on the testimony on the days of the month allocated for each district. So, for example, the district of Konkovo ​​passed the testimony from the 14th to the 3rd, and Yasenevo from the 20th to the 25th. But most of the Muscovites still preferred to use the "Personal Cabinet" on the website of the Coordination Center of the IS IP, where it was necessary to register. However, gradually all the sites such services are closed. As explained by the "RG" in the department of information technology of the city, this is due to the fact that the capital has introduced centralization of the service of transferring readings of water meters.

The portals that worked earlier did not guarantee the citizens that the readings would be entered into the EIRTS accounting system without errors, since all the data from the sites were brought to the MFC, where operators manually drove them into bills, says Elena Novikova, a spokeswoman for the city’s information technology department. - We are not opposed to the development of third-party e-services in the city and are willing to cooperate with them, but not at the expense of the quality and stability of these services for Muscovites.

According to her, citizens now have a large selection of reliable ways to transfer data from residential metering devices. The most popular of them is through the Moscow public services portal (pgu.mos.ru). By the way, more than 4 million users are already registered on it. To use the portal, you need to register: enter your full name, email address, login (your name or nickname), password (at least seven characters) and mobile phone number. Then go to the section "Acceptance of Water Metering Instruments", where you need to enter the payer's data and instrument readings. It is necessary to transfer readings for the current month from the 15th day of the current to the 3rd day of the next month.

- The department of complaints about the fact that with this method there are difficulties with the transfer, did not arrive, continues Novikova. - By the way, last year, using this service, 20 million calls were received, and now, 1.7 million households are entered into the portal every month.

According to Novikova, about 40 thousand residents, mostly retired, prefer to transfer testimony through a call center, another 60 thousand families - through the mobile applications of "Moscow utilities" and "Moscow public services". And about 30 thousand citizens do it with the help of SMS, sent to the number 73-77. 105 thousand Muscovites are subscribed to the service reminders about the need to transfer testimony that comes to e-mail and mobile phone.

However, those who do not get along with the equipment and do not want to "walk" through the pages of the portal of public services, can continue to submit meter readings in the old manner. Namely: through the concierge, if it is available in the house. Also, no one has canceled the transfer of data through mailboxes posted on residential buildings by the Unified Settlement Center of the district or in person - in any MFC.

Submission of readings of water meters   it is produced so that the MUP that supplies water (usually it is “Vodokanal”, but sometimes it can be called differently), can issue an invoice for a month. The procedure itself is quite simple, however there are some curious nuances in it. Let's try to understand them.

  Meter reading

Almost all models of water meters have a display, which displays 8 digits:

  • the first 5 are cubic meters of water consumption;
  • the last three (usually highlighted in red) are liters (they are not displayed on receipts, but are taken into account in the calculations).

Consumer values ​​are important only cubic meters. The number of liters is rounded off: if there are 500 or more, another one is added to the cubic meter, if less, the data are not taken into account.

In order to determine the water consumption for the month, you need to take the meter readings for the last month and subtract them from the current readings. The most convenient way to do this is to pre-round both values ​​to a whole number of cubic meters. In this case, the meter readings are best recorded, since in the future they may be needed.

  Submission of information through the Criminal Code

So, you have on hand the data of water consumption for the month. How to submit them to MUP? The most common way - through the management company (UK), serving the house. This can be done in several ways:

  1. With a personal visit to the accounting department of the Criminal Code or the housing department. This method is used only in small companies serving only one house with a small number of apartments.
  2. By phone. It is used in many of the Criminal Code, but not very convenient: the accounting staff called by phone numbers immediately enter into the database and are not stored anywhere else. Inevitably arising in this error to fix it is not possible.
  3. By writing on special forms and filing them in the management company through special boxes, which are hung out in the management company for communication with consumers. This is the most common and perhaps the most convenient way.

  Submission of information via the Internet and SMS

However, progress is relentless, and more and more water supply companies are now practicing direct data acquisition from a citizen - for example, through specialized sites. By registering for them, the payer can send data via the Internet directly to the accounting center.

For this method there are only a few limitations:

  1. If a citizen did not use the site’s services before, he must first coordinate the flow of information with the dispatcher of his area.
  2. Submission is allowed only in certain periods. Missing the term means that the data will be taken into account only next month.
  3. Data can not be less than the previous meter readings.
  4. Knowledge of the code of the payer is required (it is reflected in receipts for payment of water).

Submission via SMS is also allowed. True, this service is still used mainly in Moscow, but it is logical to expect that it will soon cover other regions. Rules for sending SMS and used codes can be found in the Vodokanal of your area.

  What will happen if you do not give evidence?

In the event that the payer has a meter, but does not provide information, he is charged according to the average standard, that is, on the basis of the readings of the general-purpose meter. If the citizen decides to further submit information, it is possible to recalculate the amounts already paid.

To what specific number should the testimony of water meters installed in the apartment be transmitted? This issue is of concern to many citizens who have supplied their homes with specified measuring instruments. Definitely the answer is really difficult, because each municipality of Russia has its own rules. We will tell about them below.

How to send information through the Criminal Code

As practice shows, in the overwhelming majority of cases it is through the management companies that the information is transmitted to the water supply company. You can do this in one of the following ways:

  • by going to the accounting department of the housing organization;
  • by calling there by phone;
  • filling out a special form.

The first option is suitable only if the housing maintenance organization is not too large, and there is only one or two houses on its balance sheet.

The transfer of information over the phone is not very reliable, because accounting staff immediately enter it into the database and do not save the numbers anywhere else. Because of this, if an error is made, corrections can no longer be made.

Special forms are used very often; for their collection, the management company hangs boxes in the entrances. This method is probably the most convenient for residents.

Based on the information transferred, the water utility generates an account and sends it to the consumer at the place of registration.

Whatever it was, but every six months, representatives of the water supplying enterprises are obliged to reconcile testimony. For this, authorized employees visit the apartments and inspect the meters in the presence of the owners. Based on these updated data is recalculated. In parallel, there is an inspection of equipment.

If you decide to switch to using the online service, be sure to warn the district dispatcher about your intention. Otherwise there is a risk of confusion.

Despite the fact that the data comes to the water utility on the Internet instantly, it is still necessary to observe the deadlines for their submission. If the latter are skipped, then the account of the consumed resource will occur only next month.

Under no circumstances should numbers be lower than those given earlier. However, usually the electronic form will not allow this.

Sending readings of water meters in the form of SMS to short numbers is gradually becoming more and more popular.
